CBI educates Interpol Liaison Officers about intricacies of rules and procedures

NEW DELHI, JULY 15, 2011: THE CBI yesterday hosted an one-day Interpol Liaison Officers’ Conference, 2011 at CBI (HQ), Lodhi Road, New Delhi. 36 Interpol Liaison Officers (ILOs), most of whom are Additional DGsP/IGsP/DIsGP (CID) In States and Union Territories, attended the Conference. The aim of this Conference was to familiarize the ILOs about the functioning, capabilities and limitations of the Interpol as well as to discuss issues related to seeking assistance in our investigations abroad and extradition of fugitives.
Mr Balwinder Singh, CBI Special Director, said that more and more crimes have become transnational. Therefore, a knowledge of rules and procedures for conducting such investigations through instruments, such as RCNs, Letters Rogatory, extradition, deportation, commissions for examination of witnesses, utilization of video conferencing for examination of witnesses by commissions etc.has become essential for most of the investigators who are investigating major crimes. Admittedly, this is a weak area requiring more inputs in training curriculum of senior investigators. He said, wherever needed, NCB-India tries to bridge this gap for the various branches in CBI.
He pointed out that there have been instances where the Red Notices have not been withdrawn even after the fugitive has been arrested. At times, RCN subjects are arrested without any specific instructions from NCB-India specially in cases where the subjects are Indian nationals. Special Director Shri Balwinder Singh said, when the RCN subjects are located abroad and the requesting State has been informed, there are instances where no follow up action is taken by the said State for their provisional arrest and subsequent extradition. Shri Singh requested ILOs to educate the Investigating Officers of their States, who are dealing with such cases about the guidelines framed by the Government of India with regard to investigation abroad.
